Bobbie Boyer

Bobbie Boyer is the Deputy Director for the State Coalition Training Institute. Her prevention experience spans more than four decades with work in administration, strategic planning, program development, staff supervision and training, marketing, and coalition building. She worked in a consultant role with a broad sector of leaders from local, state, and federal government, business and industry, schools, courts, faith, and community groups. Her work focused on building cross-system partnerships and developing comprehensive strategies for the prevention, intervention and suppression of illicit drugs and crime.

Prior to joining CADCA, Boyer served as a member of the Executive Leadership Team for the Ohio Department of Mental Health and Addiction Services. She managed the department’s overall prevention efforts to advance innovative, high quality prevention services across the lifespan. In her role, she led coalition and partnership development with other state and federal agencies, local government, and private sector organizations to achieve common goals. She expanded cross- system collaboration with departments of Jobs and Family Services, Public Safety, Health, Rehabilitation and Correction, National Guard, Veterans Services, Agriculture, Education, Higher Ed, and Aging.

Boyer managed the work of the Office of Prevention Services, including offering support to local communities in their work to reduce risk and implement strategies that promote mental, emotional, and behavioral health, focused efforts to build a workforce that is capable of sustaining community-based prevention strategies and growing the use of evidence-based practices rooted in the science of prevention. Under Boyer’s leadership, the Office of Prevention created a comprehensive framework for school safety in collaboration with departments of Education and Safety, established Centers of Excellence for Prevention and Promotion and for School-based Prevention and updated Ohio Administrative Code rules governing the organizational certification and regulatory environment for the prevention continuum.

Previously, Ms. Boyer served as a program manager with the Institute for Human Services, best known for its development and coordination of the Ohio Child Welfare Training Program. There she revamped and managed the statewide training system for Adult Protective Services; developed a statewide training process for the Comprehensive Case Management Employment Program; engaged a wide variety of partners to improve and expand training for substance use interventions, including managing Training and Technical Assistance for the Ohio START initiative and co-chairing the Supreme Court’s Statewide System Improvement Program’s Interdisciplinary Training & Education Workgroup.

Boyer holds independent licensure from the Ohio Counselor and Social Worker Board and the Ohio Chemical Dependency Professionals Board, along with the highest certification in prevention. She joins her husband in Alexandria, a U.S. Army Chief Warrant Officer, retired, who currently serves as an analyst for the U.S. Department of State.
