New Practical Theorist Released!

CADCA has launched a new Practical Theorist publication entitled Electronic Nicotine Delivery Systems: Juuling, Other Trends, and Community Prevention. This Practical Theorist is part of a series of publications designed to summarize field research on key drug abuse issues, and to present it in a concise, practical format, with strategies for using the data to mobilize communities and support the mission of coalitions. The publication covers important topics related to electronic nicotine delivery systems (ENDS) including:

  • Juuling
  • Vaping
  • Federal Regulations Impacting the sale of ENDS
  • Individual and Environmental factors related to ENDS Use
  • Strategies for Prevention and Intervention

The debut of the new Practical Theorist follows an Advisory on E-cigarette Use Among Youth, released by U.S. Surgeon General, Dr. Jerome Adams in December 2018, in which he declares the rapid increase in use of e-cigarettes by our country’s youth to be an epidemic. This advisory aims to inform parents, educators and other members of the public health community about emerging products and trends, as well as actions they can take to protect their communities. A recording of the press conference announcing the advisory can be found here. The Surgeon General will also be a Keynote Speaker during CADCA’s 2019 National Leadership Forum. Forum will also feature several training sessions on e-cigarettes that align with the Surgeon General’s recommendations on how coalitions can address this public health epidemic.

National Association of Attorneys General Letter to Congress

On Oct. 24, the National Association of Attorneys General released a letter to the House and Senate Appropriations Committees urging for the closure of the hemp loophole, created by a provision in the 2018 Farm Bill that has resulted in the proliferation of hemp-derived THC and other intoxicating products throughout the country. The letter, signed by 39 state and territorial attorneys general, advocates for closing the hemp loophole “to leave no doubt that these products are illegal and that their sale and manufacture are criminal acts.”

Each webinar explores one of CADCA’s Coalition Competencies, a research-backed framework designed to strengthen coalition work. Developed in partnership with the Center for Public Health Systems Science at Washington University in St. Louis, these competencies are the result of more than three years of research and input from coalition leaders.
