On March 15, President Trump signed a continuing resolution (CR) to fund the government through September 30. This brings the Fiscal Year (FY) 2025 appropriations process to an end. The CR provides funding at final FY 2024 appropriated amounts for most government programs including the substance use prevention programs listed below. Final FY 2025 funding amounts (level with FY 2024 appropriated amounts) for programs of interest to the substance use prevention field are as follows.
Financial Services and General Government Programs
- Drug-Free Communities Program: $109 million
- Comprehensive Addiction and Recovery Act (CARA) Section 103 Enhancement Grant Program: $5.2 million
Labor, Health and Human Services, Education and Related Agencies Programs
- Substance Abuse and Mental Health Services Administration (SAMHSA) Center for Substance Abuse Prevention (CSAP) Programs of Regional and National Significance: $236.8 million. This includes:
- $14.5 million for Sober Truth on Preventing Underage Drinking (STOP) Act Programs, including:
- $11 million for STOP Act enhancement grants
- $2.5 million for the STOP Act Adult-Oriented National Media Campaign
- $1 million for the Interagency Coordinating Committee for the Prevention of Underage Drinking
- $125.4 million for the Strategic Prevention Framework/Partnership for Success (SPF/PFS) Grant Program
- $14.5 million for Sober Truth on Preventing Underage Drinking (STOP) Act Programs, including:
- Substance Use Prevention, Treatment and Recovery Services Block Grant in SAMHSA’s Center for Substance Abuse Treatment (CSAT): $2 billion
State, Foreign Operations and Related Agencies Programs
- State Department’s International Narcotics Control and Law Enforcement (INL) Demand Reduction Program: $20 million
