1) ONDCP AWARDS CADCA $2 MILLION FOR NATIONAL COMMUNITY ANTI-DRUG COALITION INSTITUTE

John Walters, Director of the Office of National Drug Control Policy (ONDCP), announced this morning that CADCA has been awarded a $2 million dollar grant to administer the newly formed National Community Anti-Drug Coalition Institute. The Institute will provide education, training, and technical assistance for coalition leaders and community teams.

In addition, the Institute will develop and disseminate evaluation tools to better assess and document coalition performance measures and outcomes to help coalitions evaluate their own performance.

2) CADCA CONGRATULATES COALITIONS AWARDED GRANTS

In addition to CADCA's grant, Director Walters today awarded grants to 70 communities in 31 states as part of the new Drug-Free Communities Program (DFCP). Grants were also continued to 462 existing community coalition projects in all 50 states, the District of Columbia, Puerto Rico and the U.S. Virgin Islands.

The DFCP provides grants of up to $100,000 to community organizations. CADCA would like to congratulate its coalitions who won new grants or received renewals of existing grants. A full list of the grant awards can be found at www.whitehousedrugpolicy.gov.

3) U.S. DEPT. OF JUSTICE AWARDS $14 MILLION FOR YOUTH MENTORING

The U.S. Justice Department has announced that 38 states and the District of Columbia will be awarded more than $14 million in grants to fund juvenile mentoring programs. The Juvenile Mentoring Program (JUMP) seeks to reach more than 5,000 at-risk youth with one-on-one mentoring aimed at keeping them in school and away from drugs and crime. The three-year grants will range from $156,000 to $220,000 each.

The Juvenile Mentoring Program (JUMP) has reached thousands of children nationwide and is now in more than 200 sites in 47 states. The sites focus on three major goals: improved academic performance, reduced school dropout rates and prevention of delinquent behavior.

Over 54 percent of the awarded sites are in urban areas, while 38 percent are rural. The grantees represent a balanced distribution throughout the country. To find out more about JUMP and other Justice programs, visit www.ojp.usdoj.gov.

4) STUDY: ALCOHOL ADS ARE REACHING MORE TEENS THAN ADULTS

A new study from the Center on Alcohol Marketing and Youth (CAMY) has found that advertisements from alcohol companies are reaching youth more effectively than adults. The report, released this week, shows that youth between the ages of 12 and 20 saw 45% more beer ads, 27% more distilled spirit ads and 60% more "malternative" ads in magazines than adults over 21. The study also found the alcohol industry spent almost a third of its magazine advertising dollars in 10 magazines with at least 25% youth readership.

CAMY says alcohol companies' advertising practices fail to meet the reforms recommended by the Federal Trade Commission in 1999 that aimed to reduce children's exposure to alcohol advertising.

5) SAPRP FUNDS AVAILABLE FOR VARIOUS RESEARCH TOPICS

The Robert Wood Johnson Foundation Substance Abuse Policy Research Program (SAPRP) is requesting final applications through a Special Solicitation on important research topics not normally addressed through its pool of applicants to SAPRP. Up to $400,000 in total costs for three years may be requested. Applicants must address topics such as policies and systems that facilitate or impede progress in getting new therapies/interventions into practice; implementation of legal agreements and regulations resulting from the master settlement agreement; and policies and regulations pertinent to driving under the influence of alcohol. 6) RWJF COMMUNITY HEALTH LEADERSHIP AWARD DEADLINE MONDAY

Letters of intent are due for the Robert Wood Johnson Foundation Community Health Leadership Award. The group will select ten individuals as community health leaders. Eligible nominees are community-based health providers and advocates in mid-career who have created or significantly improved health programs in local communities where health care needs have been ignored or unmet. Individuals must be currently working in their local community in affiliation with a nonprofit or government agency on a three-quarters or full-time basis. Issue areas include violence prevention, mental health, youth development and community development. The deadline to apply is September 30, 2002. 7) SAMHSA SPONSORS $4 MILLION FOR EMERGENCY RESPONSE AWARDS

All three mental health, substance abuse treatment and prevention centers of SAMHSA are sponsoring the $4 million dollar "State Emergency Response: Drug Treatment, Prevention and Mental Health" program. Its goal is to enhance state-level capacity for a coordinated response to service needs in the aftermath of large-scale emergencies. Grants will fund development of incident response plans; response infrastructure development should include both mental health and substance abuse agencies and focus on coordinated emergency planning and capacity development. 8) NPN HOLDS CONFERENCE IN SAN DIEGO IN NOVEMBER

The National Prevention Network will hold its 15th annual research conference in San Diego from November 2-6, 2002. The theme is "The Prevention Frontier: Moving Research and Practice Into Every Community." Prevention practitioners, researchers, policy makers and drug abuse prevention professionals are invited to attend the 5-day conference.

Attendees will learn about the latest information from nationally recognized researchers and practitioners. Representatives from SAMHSA, Office of National Drug Control Policy, CADCA, National Institute on Drug Abuse and other organizations will be in attendance.

9) RISE IN DRUG COCKTAILS CAUSES ALARM AMONG DOCTORS, POLICE

A rising number of ravers and clubgoers are taking dangerous and potent new drug combinations, in order to stay up all night, while still being able to perform sexually. The most popular drug concoction consists of ecstasy and Viagra, also known as "sextasy." Medical, law enforcement, and drug abuse prevention professionals around the country have seen a dramatic increase in the consumption of these drug "cocktails." Some combinations can contain as many as a half-dozen drugs.

Because Ecstasy reduces sexual desire, young men take Viagra to compensate. Doctors say this drug cocktail can cause heart problems and genital damage, since erections last for more than four hours.

10) "PLANT THE PROMISE" TO STAY DRUG-FREE FOR RED RIBBON WEEK

Red Ribbon Week is only a month away, and the National Family Partnership (NFP) wants to make sure Americans "plant the promise" to stay drug-free. Activities kick off at the Pentagon's Main Concourse in Arlington, VA on October 21, 2002. The three-day Pentagon event is held in conjunction with the Department of Defense and the Drug Enforcement Agency and will feature an award presentation, anti-drug booths and a host of distinguished guest speakers from the drug abuse prevention field.
This year's Red Ribbon week activities will take place from October 23 - 31, and will feature the theme "Freedom is Drug Free -- Plant the Promise." The NFP program encourages Americans to order red, white and blue flower bulbs and "plant the promise" to stay drug free. This will coincide with National Plant the Promise Day on October 23. This week's winner of CADCA's "Hit Us With Your Best Shot" photo contest is Kansas Family Partnership of Topeka, KS. The photo was submitted by Dan Mauer.

The winning picture's caption reads: "We wanted a clever way to really get the attention of our lawmakers at the State Capitol concerning underage drinking in Kansas. Our campaign, 'Message In A Bottle', involved designing and printing labels for 160 beer bottles and hand delivering them to every State senator and representative.

Rolled up inside the bottle were state statistics and information on underage drinking in Kansas as well as proven approaches to reducing underage drinking, one of which, Keg Registration, finally passed in some part due to this campaign.
