1) INVESTIGATION DISMISSES CLAIM THAT ALCOPOPS TARGETED AT YOUTH

A joint investigation conducted by the Federal Trade Commission (FTC) and the Bureau of Alcohol, Tobacco and Firearms (ATF) has found that manufacturers of alcopops, or flavored malt beverages such as Smirnoff Ice, do not target underage drinkers. The investigation surveyed ten cities and reviewed advertising and internal alcohol company documents. While investigators did not find evidence that the alcopops products were targeted to under-21-year olds, the FTC did find that label improvements were necessary.

2) SURVEY FINDS INCREASE IN DRUG-RELATED EMERGENCY VISITS

New data from the Drug Abuse Warning Network (DAWN) finds emergency department mentions of marijuana increased 15 percent, and cocaine increased 10 percent from 2000 to 2001. Increases for both marijuana and cocaine were reported in San Francisco and Boston. In 2001, there were 638,484 drug-related hospital emergency department visits, a rise of 6 percent over the previous year. While the survey found an increase in marijuana and cocaine visits, numbers were unchanged for heroin, methamphetamine, club drug and alcohol visits.

3) ONDCP RELEASES HELPFUL GUIDE ON SCHOOL DRUG TESTING

CADCA Chairman and CEO General Arthur Dean participated in a press conference with the Office of National Drug Control Policy (ONDCP) today as they released a publication that provides lots of useful information that any parent or school administrator should know about school drug testing. The guide's release was timed as millions of young Americans have returned to the school halls this week. "What You Need to Know about Drug Testing in Schools" provides an overview of the issue and offers guidelines to help parents, educations and civic leaders decide if student drug testing is right for their communities. The guide provides a case study on a school district that began drug testing, and offers details on the different types of drug tests and how they are administered.

4) NEXT CADCA SATELLITE BROADCAST TACKLES ADVOCACY

CADCA will host a 90-minute satellite broadcast entitled "Advocacy: Leading the Nation Towards Change" on Thursday, September 19, 2002, from 1:00 pm to 2:30 pm. The program will inform viewers on how they can be effective advocates and influence their elected officials to support substance abuse prevention in all levels of government. Viewers will hear from a CADCA member who convinced his congressman to fight for the substance abuse prevention cause. Guests include Sue Thau, CADCA's Public Policy Consultant, Judge Michael Kramer, Chair of Drug Free Noble County, and Henry Lozano, President & CEO of Californians for a Drug-Free Youth.

5) CADCA SEEKING PRESENTATIONS FOR LEADERSHIP FORUM XIII

CADCA is soliciting presentations for its National Leadership Forum XIII, February 11-14, 2003. Presentations should address substance abuse prevention and treatment across the lifespan and in a variety of settings. Suggested topics include latest research findings, program successes, lessons learned, or problems solved. Presentations should last no more than 90 minutes. In addition, CADCA will conduct day long workshops on pre-conference day, February 11, 2003.

Presentations are to be submitted in English only. Presentations must be received or postmarked no later than September 25, 2002. All presentations will be peer-reviewed. Written notification to presenters will be sent by October 25, 2002. If your presentation is accepted, the first speaker conference registration fee will be waived, additional speakers must pay the appropriate conference registration fee by December 20, 2002.

6) SAMSHA ANNOUNCES $1 MILLION TO FUND MENTAL HEALTH PREVENTION PROGRAMS

SAMHSA has announced it has $1 million in funding to support cooperative agreements to meet emerging and urgent mental health services needs of communities. The grants will be available in FY 2003 to fund approximately two to three cooperative agreements ranging from $300,000 to $400,000 each for a period of up to three years.

The program is designed to increase the capacity of local governments to provide prevention and early intervention services for babies, youth and adolescents in mental health settings. The grants will help communities build the service system infrastructure necessary to use evidence-based prevention and early intervention programs and services.

7) NOMINATIONS ACCEPTED FOR $100,000 YOUTH DEVELOPMENT PRIZE

The Board on Children, Youth, and Families of the National Research Council and the Institute of Medicine are seeking nominations for a $100,000 prize as part of the William T. Grant Foundation Youth Development Prize. The prize will recognize high-quality, evidence-based collaborative efforts that generate significant advances in knowledge while working to increase the opportunities for young people to move successfully through adolescence with ample support and care.

The prize will be presented in Spring 2003, when the recipient(s) will receive the cash award and be the guest(s) of honor at an award dinner at the National Academy of Sciences. The prize will be awarded to either local collaborations with national promise or large-scale efforts with proven efficacy. Organizations, associations, groups, and individuals working in the field of youth development are invited to submit nominations in writing by October 1, 2002.

8) HIP HOP SUMMIT AIMS TO INSPIRE AND OFFER GUIDANCE FOR YOUTH

The Youth Popular Culture Institute, Inc. (YPCI) is holding a national youth summit called "Turning the Tables of Hip-Hop Summit: A New School Agenda on Health & Education 4 America's Youth." It will be held from October 31 through November 3, 2002 at the Omni Shoreham Hotel in Washington, DC.

Some of the summit events include Hip-Hop health workouts, meditation and prayer, a Youth popular culture awards banquet and concert, motivational speeches, and a fashion show.

9) HIT US WITH YOUR BEST SHOT CONTEST WINNER #7; VIEW PHOTO AT www.cadca.org

This week's winner of CADCA's "Hit Us With Your Best Shot" photo contest is Partnership for a Drug-Free Community of Huntsville, AL. The photo was submitted by Suzette Mikell-Williams.

The winning picture's caption reads: "Kelly Bear is teaching the preschoolers about the harmful effects of tobacco, alcohol, poisons and medicines taken improperly. Kelly Bear is a trained volunteer for Partnership for a Drug-Free Community and has been actively involved for 5 years. Approximately 25 volunteers have taught at 50 locations throughout Huntsville/Madison County. Kelly Bear visits daycares, churches and after-school programs for four 30-minute lessons. The four lessons consist of a presentation by a volunteer with a small green puppet named Kelly Bear. Most lessons are taught once a week for four weeks. The volunteer presents an interactive discussion, colors a worksheet with the preschoolers and gives them Kelly Bear stickers. The life-size Kelly Bear visits on the last lesson and brings a video and drug awareness book to be left in the classroom. Kelly Bear is loved by all ages and has made a difference in the lives of the children in our community."
