1) SENATE'S R.A.V.E. ACT RECEIVES STRONG, NATIONAL OPPOSITION

The U.S. Senate's RAVE Act (S. 2633), or "Reducing Americans' Vulnerability to Ecstasy Act of 2002," seeks to prohibit an individual from knowingly opening, maintaining, managing, controlling, renting, leasing, making available for use, or profiting from any place for the purpose of manufacturing, distributing, or using any controlled substance, and for other purposes. The bill has recently received a lot of negative press throughout the country. In addition, opponents have mobilized their supporters nationwide to write their Members of Congress in opposition of this bill. It is imperative that the substance abuse prevention field voices its opinions and let lawmakers know that we support this bill and its efforts to protect our children from the dangers of club drugs.

2) CASA STUDY: DRUG USE DOWN AT SCHOOLS, MARIJUANA EASIEST TO BUY

The National Teen Survey from the National Center on Addiction and Substance Abuse (CASA) shows that teens think it's easier to get their hands on marijuana than beer or cigarettes. 34 percent of the teens who participated in the survey said marijuana was the easiest to buy; 31 percent said cigarettes and 14 percent said beer. However, 75 percent of teens say they have never tried smoking marijuana.

The survey found that 63 percent of teens say they attend drug-free schools, compared to just 42 percent in 2000.

3) NEXT SATELLITE BROADCAST TACKLES ADVOCACY

CADCA will host a 90-minute satellite broadcast entitled "Advocacy: Leading the Nation Towards Change" on Thursday, September 19, 2002, from 1:00pm to 2:30pm. The program will inform viewers on how they can be effective advocates and influence their elected officials to support substance abuse prevention in all levels of government. Viewers will hear from a man who convinced his congressman to fight for the substance abuse prevention cause. Guests include Sue Thau, CADCA's Public Policy Consultant and Judge Michael Kramer, Chair of Drug Free Noble County.

4) CADCA SEEKING PRESENTATIONS FOR LEADERSHIP FORUM XIII

CADCA is soliciting presentations for its National Leadership Forum XIII, February 11-14, 2003. Presentations should address substance abuse prevention and treatment across the lifespan and in a variety of settings. Suggested topics include latest research findings, program successes, lessons learned, or problems solved. Presentations should last no more than 90 minutes. In addition, CADCA will conduct day long workshops on pre-conference day, February 11, 2003.

Presentations are to be submitted in English only. Presentations must be received or postmarked no later than September 25, 2002. All presentations will be peer-reviewed. Written notification to presenters will be sent by October 25, 2002. If your presentation is accepted, the first speaker conference registration fee will be waived, additional speakers must pay the appropriate conference registration fee by December 20, 2002.

The Coalition provided prevention material on alcohol, tobacco, and other drugs. The police department gave away a free bike to youth from the community."

6) FEDS STEP UP RAIDS ON NEW DRUG RISING IN POPULARITY ON WEST COAST

A powerful methamphetamine being smuggled in to the U.S. from Southeast Asia is gaining popularity on the West Coast, and raising concern among customs and law enforcement agents. The drug is called Ya Ba (Thai for "crazy medicine"), and is also known as "Nazi Speed." Federal authorities conducted a raid in Sacramento, California, on Monday and arrested 13 people in the first major U.S. bust involving the drug, KCRA-TV reports. Authorities are particularly concerned because the potent drug is aimed at children and teens with its candy-like flavor. While Ya Ba has primarily been smuggled in to Sacramento, agents have seized Ya Ba shipments in Oakland, San Francisco, Los Angeles and Honolulu. Agents say the drug has been hidden in clothing waistbands, cigarettes, and even insects.

The drugs are known to show up at all-night dance parties, also known as raves. They first appeared in the U.S. two years ago in California's large Southeast Asian immigrant communities. The high from Ya Ba pills can last for up to 10 hours, and are sold for about $20 a piece in the States.

7) SURGEON GENERAL CALLS WOMEN SMOKING DEATHS AN EPIDEMIC

The U.S. Surgeon General has declared smoking-related disease among women a full-blown epidemic. The surgeon general's latest report "Women and Smoking: A Report of the Surgeon General" shows the number of women who die each year from smoking accounts for 39 percent of all smoking-related deaths.

The Surgeon General says women face even greater risks and consequences from smoking, including pregnancy complications, problems with menstrual function, and cervical cancer. The report notes a 600 percent increase in women's death from lung cancer since 1950. At least 90 percent of the lung cancer deaths in women are linked to smoking.

The report makes several recommendations, among them increasing awareness of the impact of smoking on women's health, enacting comprehensive statewide tobacco control programs, countering tobacco marketing, encouraging women's groups to give a face to diseases like lung cancer and emphasizing that most women do not smoke.

8) LIFETIME AIRS "ZOEY" MOVIE ENCORE AUG. 25; SHARE YOUR THOUGHTS

Lifetime TV will rebroadcast its original movie entitled "The Secret of Zoey" this Sunday at 5pm ET. Mia Farrow stars as a mother who receives a rude awakening when she finds out that her "perfect" teen daughter isn't so perfect after all. Zoey (Julia Whelan) has been raiding her parents' medicine cabinets and shoplifting to fuel a dangerous addiction to prescription drugs.
