PRESIDENT BUSH HIGHLIGHTS TREATMENT AND ADDICTION DURING STATE OF THE
UNION ADDRESS
President Bush
announced plans Tuesday night for a new $600 million initiative to enable
an additional 300,000 drug addicts to receive treatment over the next
three years. The initiative was unveiled during the President’s
State of the Union address, and marks the first time a President has
addressed drug treatment and recovery before a joint session of Congress.
Henry C. Lozano, President
and CEO Californians for Drug-Free Youth and a member of CADCA’s
Board of Directors, was an invited guest of First Lady Laura Bush during
the State of the Union.

SENATE COMMITTEE ASSIGNMENTS ANNOUNCED
The Senate has reconstituted
its committees for the 108th Congress. Listed below are some of the
new Senate committee assignments of interest to our field. Please take
a minute to look and see if your Senators are on any of these committees.
This coming year will be very tight as far as appropriations and many
of the programs our field cares about are up for reauthorization as
well. The members of these key committees will be particularly critical
to making major decisions affecting our field.
The government is currently working on a Continuing Resolution that
will expire on January 31, 2003. House and Senate Conferees are expected
to begin deciding on the final levels of funding for FY 2003 this week.
CADCA's public policy department will continue to keep you fully updated
as new information becomes available concerning the FY 2003 appropriations
process.

$8 MILLION AVAILABLE FOR CAPT PROGRAM
The Center for Substance
Abuse Prevention (CSAP) will award $8 million to five grantees to operate
as Centers for the Application of Prevention Technologies (CAPTs). CSAP’s
goal is to expand the capacity of the substance abuse prevention field
through the application of evidence-based programs, practices and policies
in every community. Public and private nonprofits may apply, as long
as applicants have offices physically located in the CAPT region to
be served.

BROCHURE OFFERS PARENTS ADVICE ON DISCUSSING MARIJUANA
The National Youth Anti-Drug
Media Campaign is offering a free brochure that offers facts on marijuana
and offers parents advice on talking to kids about the dangers of the
drugs. The brochure, “Wake Up to the Risks of Marijuana: A Guide

TUNE IN TO RECOVERY MONTH WEBCAST
The first in a series of
webcasts about Recovery Month is scheduled to air on February 5 from
3 p.m. to 4 p.m. EST. Entitled, “The Road to Recovery 2003,”
the webcast will serve as an informative introduction to the 2003 September
Recovery Month observance. It demonstrates to viewers and communities
nationwide the many benefits of participating in the Recovery Month
celebration. Guests include CSAT Director Dr. H. Westley Clark, CSAT
Associate Director for Consumer Affairs Ivette Torres, and other recovery
representatives.

CHILDREN OF ALCOHOLICS WEEK IS FEB. 9-15; FREE MATERIALS AVAILABLE
In recognition of
National Children of Alcoholics (COA) Week February 9-15, 2003, the
National Youth Anti-Drug Media Campaign and the National Association
for Children of Alcoholics (NACOA) have released free youth posters
and a brochure that offers advice on dealing with parental substance
abuse.
The posters and
brochure may be used with adults to impress upon teachers, faith community
leaders, coaches, youth workers, counselors and others the influence
they have in the lives of children affected by family addiction. Adult
caregivers can help by giving children clear messages: youngsters are
not to blame for their parents' abusive alcohol or drug use, they are
not alone, there are many children just like them and help is available.
