SUBMIT YOUR OUTCOMES TO CADCA ( DFCA - SDFSC )

DRUG FREE COMMUNITIES SUPPORT PROGRAM

It is that time of the year again when CADCA asks that you send us your coalition's achievements and outcomes to ensure that the Drug-Free Communities (DFC) program, which was level funded in the President's FY 2006 budget request, receives the highest level of funding in the final FY 2006 budget.

Please present your program's achievements and outcomes, using numerical measures that show progress from a baseline. Congress is very interested in identifying and supporting programs that can document their success in terms of increases in positive results, ( e.g. perception of risk increased at a rate of 15% between 19xx and 2000) or decreases in negative results ( e.g. drug use decreased at a rate of 13% among 10th graders between 1999 and 2000). Why your program's statistical data is vital to CADCA's effort

Last year the DFC program received a $10 million increase and was funded at a level of $80 million. This year, however, even though the DFC program is authorized at $90 million, the President has only requested $80 million. We are advocating to Congress that the DFC program warrants a $10 million increase because it has proven effective in reducing teen drug and alcohol use in communities around the country to levels much lower than the national average. We need your help to illustrate this point. In addition, this program received the highest OMB PART score of any program in the Executive Office of the President. Finally, the funding for the DFC program has historically been insufficient to meet the overwhelming demands – if the program is level funded, it is not clear how much, if any, new money will be available for new grants.  Without your program outcomes – the DFC program almost certainly will be level funded for Fiscal Year 2006.

SAFE AND DRUG FREE SCHOOLS AND COMMUNITIES PROGRAM

Please be prepared to present your program's achievements and outcomes, using statistical measures that show progress from a baseline. Congress is very interested in identifying and supporting programs that can document their success in terms of increases in positive results, ( e.g. increase in perception of risk by 15% between 19xx and 2000) or decreases in negative results ( e.g. reduced drug use by 13% among 10th graders between 1999 and 2000). Why your program's statistical data is vital to CADCA's effort

Last year the State Grants Portion of the SDFSC program received level funding, but this year the program will likely face cuts. The SDFSC program consistently has been scrutinized and mislabeled as ineffective. Consequently, it has had an extremely difficult time maintaining a stable funding base, let alone receiving funding increases. Without your program outcomes – the SDFSC program almost certainly will receive a cut in funding for Fiscal Year 2006.

In addition, if you live in one of the states listed below, members of your congressional delegation sit on the Labor, Health and Human Services and Education Appropriations Subcommittee that funds the SDFSC program. In order to most effectively advocate for increased funding for this program – it is imperative that we get your statistical outcome data.
